المقاربات النظرية لظاهرة الفقر (أسبابه، مشاكله، وقياسه)

الملخص
عرفت الإنسانية الفقر والفقراء منذ أزمنة ضاربة في أغوار التاريخ، إذ حاولت الأديان والفلسفات منذ القدم أن تحل مشكلته، ومع استفحال الظاهرة وانتشارها مع مرّ العصور إلى أن أصبحت اليوم واحدة من المهددات الحقيقية للاستقرار الاقتصادي، الأمني والاجتماعي، الأمر الذي أصبح يهدد التواجد البشري فوق المعمورة، إذ تُشير التقديرات إلى أن خُمس سُكان العالم يُمكن تصنيفهم بأنهم فقراء محرومون من الحدود الدنيا لفرص العيش الكريم الآمن، مما أدى بالعالم أجمع إلى دق ناقوس الخطر، فشغلت المعضلة الباحثين على شتى اختصاصاتهم والاقتصاديون بالدرجة الأولى، فتعددت المقاربات النظرية بالبحث عن الأسباب الحقيقة للفقر وكذا معالجة المشاكل التي تنجر عنه، طرق ومؤشرات قياسه، كل ذلك، من أجل التوصل إلى الحلول التي يُمكن معها القضاء على الفقر أو الحد منه، وذلك بتوفير أسباب التنمية الاقتصادية والاجتماعية وتفادي المشاكل التي يسببها. Humanity has known the poverty and the poor since the times of history and tried to religions and philosophies since ancient times solved the problem, but with the spread of the phenomenon and spread with the ages until today is one of the real threats to economic stability, security and social, which Threatens the human presence on the globe. It is estimated that a fifth of the world's population can be classified as poor, deprived of minimum safe living opportunities, which has led the world to alarm. The dilemma dealt with researchers in all their specialties and economists in the first place. There were many theoretical approaches to finding the truth about poverty and to addressing the problems that arise from it, methods and indicators of it, in order to reach solutions that can eliminate poverty or reduce it. By providing the causes of economic and social development and avoiding the problems it causes.
