العلاقات المدنية العسكرية دراسة من منظور الرقابة على المؤسسات: حدود الدور وآليات الرقابة

الملخص
تسعى دراستنا لمناقشة موضوع العلاقات المدنية العسكرية بالتساؤل حول الآليات المؤسساتية لتحقيق الرقابة المدنية على الجيش، لضمان عدم انحراف هذه المؤسسة عن مهامها الدفاعية والأمنية المحددة دستوريا، من خلال استخدام وسائل القوة للتحكم في السلطة أو التأثير فيها ، وعليه توصلت الدراسة إلى أن النخبة العسكرية يمكن لها التدخل في الشأن السياسي للسلطة المدنية الحاكمة، عبر الانقلابات العسكرية أو الوصاية على مؤسسات الدولة والمجتمع نتيجة الافتقار للثقافة العسكرية الاحترافية، و غياب المؤسسات المدنية الديمقراطية والبيئة الاجتماعية التي تضمن بقاء الجيش بعيدا عن شؤون السلطة المدنية، بينما تؤكد النظرية الديمقراطية على حاجة المجتمع لمؤسسة عسكرية احترافية ملتزمة بقرارات وتوجهات السلطة المدنية المنتخبة، عبر الآليات المؤسساتية والدستوري والتي تحدد حجمها و وظائفها الدستورية، وأنماط التوظيف، وميزانيتها الدفاعية...الخ بوصفها الطريق الأمثل لزيادة احترافية الجيش وتحقيق أمن وتطور المجتمعات. Our study seeks to discuss the subject of civil-military relations by asking about institutional mechanisms to achieve civilian oversight of the army, to ensure that this institution does not deviate from its constitutionally defensive and security tasks, Through the use of force means to control or influence power. Accordingly, the study concluded that the military elite can interfere in the political affairs of the ruling civil authority, through military coups or guardianship of state and society institutions as a result of the lack of professional military culture, and the absence of democratic civil institutions and the social environment that guarantees the army to stay away from civil authority affairs. While the democratic theory emphasizes the society's need for a professional military institution committed to the decisions and orientations of the elected civilian authority, through institutional and constitutional mechanisms, which determine its size and constitutional functions, employment patterns, and its defensive budget ... etc, as the best way to increase the professionalism of the army and achieve security and development of society.
