الملخص
نظرا للدور الأساسي والفعال الذي يلعبه العقار الفلاحي التابع للدولة في التخفيف من حدة التبعية الغذائية، أصبح الوقوف عليه كأحد أبرز المقومات الهامة ضرورة حتمية من خلال استحداث قوانين وآليات متكاملة ترسم أبعاد سياسية فلاحية جديدة، يقوم أساسها على استقرار هذا النوع من العقار لما له من خصائص تجعل منه قطاعا حساسا ومتميزا، بحيث كلما أحسن استغلاله وتسييره كلما ساهم في تعزيز التنمية الفلاحية والإنتاج الفلاحي وتحقيق الأمن الغذائي، إذ لا يمكن له أن يقوم بدوره في التنمية الاقتصادية بدون توفر قدر مناسب من الجدية والاهتمام من قبل السلطات العامة في البلاد. In view of the basic and effective role played by the agricultural real estate belonging to the state in alleviating the severity of food dependency, standing on it as one of the most important and important components has become an inevitable necessity through the development of laws and integrated mechanisms that draw the dimensions of a new agricultural policy, the foundations of which are based on the stability and continuity of this type of property Because of its characteristics that make it more sensitive and distinguished, which the better it is exploited and managed, the more it contributes to promoting agricultural development, agricultural production and achieving food security, as it cannot play its role in economic development without an appropriate amount of seriousness and investor interest and public authorities in the country .
