من أجل مستودع رقمي مفتوح للتراث المكتوب :دار الكتب الوطنية التونسية بين طموحات النفاذ وحدوده

الملخص
تعتبر اليوم، الديمقراطية المعرفية ومسألة الإتاحة والمراهنة التقنية على انشاء مستودعات مؤسساتية، من بين أهم المسائل التي يمكن طرحها على صعيد البحث المعلوماتي، خاصة اذا كانت هذه المسألة مرتبطة بشكل مباشر بدور المكتبات ومراكز المعلومات في اثراء الرصيد العالمي للموارد "مفتوحة المصدر"، لذلك يعتبر مفهوم المكتبة الرقمية من بين أهم المفاهيم التي سنتوقف عندها في مرحلة أولى، بالشرح والتفصيل لمختلف نماذجها ومسمياتها وخصائصها، قصد الوقوف عند نقاط الالتقاء بينها وبين مفهوم "المستودعات المفتوحة" وذلك في اتجاه دراسة مختلف امكانيات الاتاحة الحرة لرصيد المكتبات الرقمية. وفي مرحلة ثانية من المقال سنعمل على تطبيق هذه المفاهيم على تجربة دار الكتب الوطنية التونسية، وذلك بالتركيز على اشكالية النفاذ الحر لرصيدها الرقمي ، وبالتحديد مسألة النفاذ الحر للتراث التونسي المخطوط والمطبوع والذي سقطت عنه حقوق الملكية الفكرية وحماية البيانات. The democratization of knowledge, the equal access to information, as well as the technical challenge that relies on the creation of institutional repositories are among the most important questions raised in information research. This topic, in fact, is closely related to the role of libraries and training centers in enriching global funds of "open source" resources. Therefore, the concept of the digital library is among the most important concepts that we will first treat, analyze and detail its different models, its different names and characteristics; in order to detect the common points with the concept of "open repositories”. These studies are carried out to explore the various possibilities of open access to digital libraries. In the second part, we will try to apply the concepts already mentioned on the experience of the Tunisian national library by focusing on the problematic of free access to its digital content, specifically the question of free access to Tunisian printed heritage and manuscripts that no more have the rights of ownership, copyright and the data protection.
