واقع الجماعات المحلية بالجزائر بين محدودية التمويل المحلي وهاجس التنمية المحلية:ولاية غليزان نموذجا

الملخص
هدفت هذه الدراسة إلى تحليل واقع الجماعات المحلية في الجزائر في ظل محدودية التمويل الذاتي وانعدامه في كثير من الاحيان في العديد من البلديات الجزائرية باستثناء تلك المخصصات الحكومية التي لا تكاد تكفي لتغطية الحاجيات الأساسات التي يتطلبها المجتمع المحلي وبالإسقاط على ولاية غليزان بينت الدراسة محدودية الموارد المحلية وعدم كفايتها في تغطية متطلبات التنمية المحلية ، لذلك من الضروري العمل على إيجاد بدائل تمويلية تسمح بتغطية مختف احتياجات التنمية المحلية من جهة والمساهمة في خلق حركية اقتصادية بالولاية من خلال مختلف مناصب العمل التي تسمح بالقضاء على البطالة وتفعيل التنمية المحلية. Abstract: This study aimed to analyze the reality of Local groups in Algeria in light of the limited and often lack of self-financing in many Algerian municipalities, and with the exception of those government allocations that are hardly enough to cover the basic needs required by the local community. By casting light on the state of Relizane, this study revealed the insufficiency of the local resources in covering the requirements of local development. Therefore, it is necessary to work on finding financing alternatives that allow covering the various needs of local development on the one hand and to contribute to creating economic dynamism in the state through various job positions that allow eliminating unemployment and activating local development.
