الملخص
ملخص: يعتبر الإعلام الإلكتروني أحد أهم الفواعل الأساسية في بناء وتقديم الرسائل الإعلامية في المجتمع، بالموازاة مع التمظهرات الهائلة في مجال تكنولوجيات الاتصال والاعلام الحديثة، وهو ما يستوجب على الدول مسايرة المزيج التفاعلي للتطوّر المجتمعي، مع ما تقدمه التكنولوجيا من خدمات للإنسان، بتجاوز الطرح التقليدي لوسائل الإعلام الكلاسيكية، والوصول إلى التعامل مع الآنية والسهولة الرقمية مع مختلف الأخبار، لكن في ظل الأطر القانونية التي تحدد مساراتها وتضبط مجالات نشاطاتها بين تجليات ممارسة المهنة وتحديد ضوابطها، وهو الأمر الذي سيتم التطرق إليه في هذه الدراسة، التي تمحورت أساسا حول إصدار المرسوم التنفيذي رقم 20-332 المتعلق بتحديد كيفيات ممارسة نشاط الإعلام عبر الانترنت ونشر الرد أو التصحيح عبر الموقع الالكتروني، من خلال قراءة تحليلية وصفية لمجمل ما جاء به النص القانوني إذا ما تمت مقارنته مع القانون العضوي 12-05 المتعلق بالإعلام، و الظروف المحيطة بإصدار المرسوم التنفيذي إلى غاية سنة 2020. Abstract: The electronic media is one of the most important basic actors in building and delivering media messages in society, in parallel with the tremendous developments in the field of communication technologies and modern media, which requires countries to keep pace with the interactive mix of members of society with the services provided by technology to people, bypassing the traditional offering of means Classical media, and access to dealing with real-time and digital ease with various news, but in light of the legal frameworks that define their paths and control the areas of their activities between the manifestations of the practice of the profession and determine its controls, which will be discussed in this study, which mainly focused on the issuance of Executive Decree No. 20-332 related to determining the modalities for practicing media activity via the Internet and publishing the response or correction via the website, through an analytical and descriptive reading of the entirety of the legal text if compared with the Organic Law 05-12 related to media, and the circumstances surrounding the issuance of the executive decree to The goal of the year 2020.
