مستقبل المكانة الإقليمية للجزائر: إشكالية الحفاظ على مبادئ السياسة الخارجية و ضرورات التصدي للتهديدات الأمنية الجديدة

الملخص
ملخص: تعالج الدراسة موضوع التكيف في السياسة الخارجية للدولة، بالموازنة بين المصالح الحيوية، وبين الخط السياسي المرتبط بمجموع مبادئ. فعلى مستوى السياسة الخارجية الجزائرية، برز نقاش حول مدى قدرتها على التوفيق بين ثوابت عقيدتها الأمنية، و بين متطلبات الأوضاع الأمنية المحيطة، ما وضع نشاطها أمام المحك في مواجهة انتقادات حول عجز الجزائر عن إبداء تكيف إيجابي تجاه بعض القضايا التي انعكست على أمنها الداخلي. وعليه، ارتكزت الدراسة على استقصاء للنظرة الاستراتيجية لصانع القرار الجزائري في معالجة هذا الواقع. فأمام مفارقة التمسك بثوابت الخط السياسي، و متطلبات الأمن الداخلي، بات من الضروري بلورة استراتيجيات تضمن التكيف الأمني الإيجابي في مواجهة تزايد التهديدات. Abstract: This study deals with adaptation in the foreign policy of the State, so as to balance between interests and principles. While at the level of Algerian case, a debate has emerged on the extent to which the decision-maker can reconcile the principles, including its security doctrine, and between the requirements of the security situations. That’s put the Algerian foreign policy at the stake in the face of many criticisms that focused on Algeria's inability to show positive adaptation to some issues that reflected on its internal security. The study was therefore based on an inquiry of the Algerian decision-makers perspective in addressing this reality. In front of the paradox of adherence to the political principles and the requirements of internal security, it became necessary to elaborate strategies that guarantee positive security adaptation in the face of increasing threats.
