الأسس المعرفية والنظرية للحوكمة الإلكترونية في مجال التنمية المستدامة

الملخص
يعتبر مفهوم الحوكمة مفهوما مستجدا على الساحة العلمية، حيث يتفق الجميع على أن نجاح المؤسسات في تحقيق اهدافها يتطلب ضرورة وجود نظم تحكم العلاقات بين الأطراف الأساسية، وتحدد مسؤوليته وحقوقه في نفس الوقت بما يسهم في تحقيق الشفافية والعدالة وتحقيق الأهداف، وهو ما أطلق عليه مصطلح الحوكمة، والتي تعتبر الان من الركائز الأساسية لكافة المنظمات والمؤسسات والإدارات سواء كانت عامة أو خاصة وحققت تطبيقها نجاحا واسعا في الآونة الأخيرة في العديد من المجالات ومن بينها مجال التنمية المستدامة. وهو ما سنحاول فهمه في هذه الورقة البحثية من خلال ما تطرقنا اليه في عدة عناصر منها: ماهية الحوكمة ونشأتها وتطورها، وكذا الاسباب المساعدة في ظهورها (اقتصاديا واجتماعيا وسياسيا)، كما سنتطرق إلى مبادئ ومؤشرات الحوكمة بالإضافة الى تحديد قواعدها وأهدافها ومحدداتها الداخلية والخارجية، وكذا معاييرها في تحقيق التنمية المستدامة. The concept of governance is considered a new concept in the scientific arena, where everyone agrees that the success of institutions in achieving their goals requires the necessity of having systems that govern the relationships between the main parties, and define their responsibilities and rights at the same time in a way that contributes to achieving transparency, justice and achieving the goals, which is what I called the term governance , Which is now considered one of the main pillars of all organizations, institutions and departments, whether public or private, and its application has achieved wide success recently in many areas, including the field of sustainable development. This is what we will try to understand in this research paper through what we have dealt with in several elements, including: the essence of governance, its origin and development, as well as the reasons for its emergence (economic, social and political). We will also address the principles and indicators of governance in addition to defining its rules, objectives, and internal and external determinants, as well as Its standards in achieving sustainable development
