طبيعة الاتجار الدولي غير المشروع في المخدرات والمؤثرات العقلية وأثرها في توسيع دائرة الجرائم الدولية

الملخص
اتخذت مشكلة المخدرات والمؤثرات العقلية مكانة متقدمة بين مشكلات العالم المعاصر، حيث كانت في الماضي لا تهم سوى عدد محدود من الدول التي تعانى منها. أمّا اليوم فقد أصبحت تهدد بأضرارها ومخاطرها البشر جميعا والمجتمع الدولي بأسره. وتتضح الطبيعة الدولية للاتجار غير المشروع بالمخدرات والمؤثرات العقلية في زراعتها وإنتاجها في عديد من دول العالم، وتهريبها عبر دول أخرى إلى حيث تستهلك في دول ثالثة. وهو غالب ما يبرز أثر جريمة الاتجار بالمخدرات والمؤثرات العقلية في توسيع دائرة جرائم دولية أخرى لا تقل خطورة، كجرائم الإرهاب والعنف والفساد وجرائم غسيل الأموال الناتجة عن هذه الجرائم. The problem of narcotics and psychotropic substances has taken an advanced position among the problems of the contemporary world, as in the past it concerned only a limited number of countries suffering from it. This problem has become in today's world threatening its damage and dangers to all human beings and the entire international community. The international nature of the illicit trade in narcotic drugs and psychotropic substances is evident in their cultivation and production in many countries of the world, and their smuggling through other countries to where they are consumed in third countries. It often highlights the impact of the crime of trafficking in narcotics and psychotropic substances in expanding the circle of other international crimes no less serious, such as crimes of terrorism, violence, corruption and money laundering crimes resulting from these crimes
