The purpose of the present article is an attempt to examine the education issue at a parliamentary level, which was in fact, a matter of control between the Church and the State through different Bill proposals to provide State elementary education for poor children in Britain. These parliamentary debates would gradually drag the State towards intervention. It considers all of the Factory Act of 1802, the 1807 Poor Law Bill, the 1816 Select Committee recommendations, the 1820 Parish Schools Bill and the Roebucks scheme of 1833. Such parliamentary debates would call the State for the need for legislative action by the State.
