الإطار المفاهيمي لظاهرة الفساد

الملخص
خلال هذا المقال سلطت الضوء على مفهوم الفساد الذي لا يمكن حصر تعريف محدد شامل له و هذا نظر لإختلاف الرؤى حول منظور دراسته، إلا أن الإجماع هو على أنه ظاهرة عالمية خطيرة حيث يَّعمد المُفسِد إلى الربح من المال العام أو الخاص و تحقيق مصلحته الخاصة على حساب المصلحة العامة من خلال اللجوء إلى الانحرافات الوظيفية، كما شملت هاته الدراسة أثار الفساد بشتى أنواعه، إذ أنه يهدد اقتصاديات الدول و يعمل على إضعافها كما يترتب عنه كبح التنمية الاقتصادية و كذا زعزعة النظام السياسي و هو الأمر الذي يعود بالسلب على النسيج الاجتماعي و يؤدي إلى تفككه. Abstract : Through this article, I shed light on the concept of corruption, which cannot be limited to a specific, comprehensive definition, and this is due to the different views on the perspective of its study. However, the consensus is that it is a dangerous global phenomenon whereby the spoiler intends to profit from public or private money and achieve his own interest at the expense of the public interest by resorting to functional deviations This study also included the effects of corruption of all kinds, as it threatens the economies of countries and works to weaken them, as well as curbing economic development as well as destabilizing the political system, which is a matter that negatively affects the social fabric and leads to its disintegration.
