سلطة ضبط الإعلام في الجزائر بين الاستقلالية والتبعية.

الملخص
قطاع الإعلام من القطاعات الهامة والحساسة، إلى درجة أن هناك من يقر له بصفة السلطة، على غرار الدستور المصري، الذي خصص له فصلا كاملا تحت مسمى " السلطة الرابعة" وقد أولت الجزائر لهذا القطاع أهمية بالغة، وذلك من خلال استحداث مؤسسات جديدة تتولى تسيير القطاع بعيدا عن احتكار الدولة. وعلى الرغم من الاعتراف الصريح باستقلالية هذه السلطات، من خلال إقرار مظاهر للاستقلال العضوي والوظيفي، إلا أن هذه الاستقلالية تصطدم أحيانا بوجود قيود تجعل منها استقلالية نسبية. Le secteur des médias est un secteur important et sensible, dans la mesure où il y a ceux qui le reconnaissent comme une autorité, comme la Constitution égyptienne, qui s’est vu attribuer un chapitre complet sous le nom de « Quatrième Autorité », et l’Algérie a accordé une grande importance à ce secteur, par le développement de nouvelles institutions qui éloignent le secteur du monopole de l’Etat. Bien que l’indépendance de ces autorités ait été explicitement reconnue, en établissant des manifestations d’indépendance organique et fonctionnelle, cette indépendance va parfois à l’encontre des restrictions qui la rendent relativement indépendante. Abstract The media sector is one of the important and sensitive sectors, to the point that it recognizes as the authority, but the Egyptian constitution devoted it in a chapter under the name of "the fourth authority". Algeria has attached great importance to this sector, through the creation of new institutions that will take over the management of the sector without any monopoly of the state. In spite of the explicit recognition of the independence of these authorities, through the recognition of aspects of organic and functional independence, this independence sometimes collides with the presence of restrictions that make them relative independence.
