سوق العمل في الجزائر بين مقتضيات السوق ومبررات التدخل الحكومي

الملخص
الملخص: تهدف هذه الدراسة إلى بحث مبررات التدخل الحكومي في سوق العمل في ظل إقتصاديات قائمة على آليات السوق وبحث كيف إستمر التدخل الحكومي في سوق العمل في الجزائر في ظل إقتصاد السوق. وباستخدام المنهجين الوصفي والتحليلي توصلت الدراسة إلى أن الفشل السوقي في سوق العمل يُبرر للحكومات التدخل في هذا الأخير. كما توصلت أيضاً إلى أنه بالرغم من التحول إلى إقتصاد السوق، إستمر التدخل الحكومي في سوق العمل في الجزائر،خاصة في مجالي التشغيل والأجور، ما أسهم في تحقيق بعض النتائج الإيجابية. ورغم هذا، ينبغي الموازنة بين آليات السوق والتدخل الحكومي بأخذ إيجابيات النموذجين لتحقيق نتائج مرغوبة في سوق العمل، كما أن الحكومات عليها أن تلعب دوراً هاماً في إيجاد مناخ إستثماري ملائم لخلق فرص العمل. Abstract: This study aims to search the justifications for government intervention in the labour market in light of the economies based on market mechanisms, and to examine how government intervention in the labour market in Algeria has continued in light of the market economy. Using the descriptive and analytical approaches, the study concluded that market failure in the labour market justifies government intervention in the latter. It also concluded that despite the transition to the market economy, government intervention continued in the labour market in Algeria, especially in the areas of employment and wages, which contributed to achieving some positive results. In spite of this, a balance should be made between market mechanisms and government intervention by taking the advantages of each model to achieve desirable results in the labour market, and governments must play a very important role in creating an appropriate investment climate to create job opportunities.
