الملخص
الملخص: تلعب الهيئات المتخصصة التي استحدثها المؤسس الدستوري، دورا فعالا في مجال الرقابة على الممتلكات والأموال العمومية، فالمؤسسات الدستورية وأجهزة الرقابة مكلفة بالتحقيق في مطابقة العمل التشريعي والتنظيمي للدستور، وكذلك التحقيق في كيفيات استخدام الوسائل المادية والأموال العمومية وتسييرها، لاسيما وأن الممتلكات والأموال العمومية أصبحت المجال الخصب لتفشي وانتشار ظاهرة الفساد الإداري والمالي، لذلك كان من الضروري البحث عن مؤسسات تساهم في أخلقة الحياة العامة، وتعزيز مبادئ الشفافية، والحكم الراشد، والوقاية من الفساد ومكافحته، وذلك نظرا لما تتمتع به هذه المؤسسات الدستورية من صلاحيات وقائية ورقابية وردعية، إضافة إلى المهام الرقابية والاستشارية والتحسيسية لهذه المؤسسات الدستورية في مجال الوقاية من الفساد ومكافحته، وهو الدور الذي تقوم به الهيئة الوطنية للوقاية من الفساد ومكافحته (والتي أصبحت تسمى السلطة العليا للشفافية والوقاية من الفساد ومكافحته بموجب التعديل الدستوري لسنة 2020). Abstract: The specialized organizations created by the constitutional founder play an effective role in the field of control over public property and funds, as the constitutional institutions and oversight bodies are charged with investigating the conformity of the legislative and regulatory work to the constitution, as well as investigating the methods of using material means and public funds and their management, especially since public property and funds have become fertile Because of the spread and spread of the phenomenon of administrative and financial corruption, so it was necessary to search for institutions that contribute to the morality of public life, and to promote the principles of transparency and good governance, preventing and combating corruption, given the preventive, supervisory and deterrent powers that these constitutional institutions enjoy, in addition to the monitoring, advisory and sensitization tasks of these constitutional institutions in the field of preventing and combating corruption, which is the role played by the National Authority To prevent and combat corruption (which has become called the supreme authority for transparency, prevention and control of corruption under the Constitutional Amendment of 2020).:
