تعزيز دور البلدية في دعم الاستثمار المحلي في الجزائر كآلية لإصلاح الجماعات المحلية على ضوء قانون 11/10

الملخص
في إطار سياسة الاصلاح الاقتصادي المعتمدة من قبل الدولة الجزائرية لمواجهة مشاكل الوضع الاقتصادي و الاجتماعي الحالي، أصبح يعوّل كثيرا على تبني سياسة الاستثمار المحلي بالاعتماد على الجماعات المحلية، خصوصا البلدية . و ذلك من أجل خلق بديل حقيقي لاقتصاد المحروقات وتعزيز مسار التنمية، وقد تجسدت هذه الرؤية من خلال اصدار قانون البلدية 11/10 . هذا الأخير الذي منح العديد من الصلاحيات للبلدية في مجال التنمية الاجتماعية والاقتصادية بما فيها تدعيم الاستثمار المحلي عن طريق اعتماد مجموعة من الآليات ، والتي بالرغم من تعددها الّا أنها تبق غير كافية في دعم سياسة الاستثمار المحلي مما يستدعي اعادة النظر فيها بواسطة تدعيمها بضمانات تجسيد فعلية أو عن طريق استحداث قوانين أكثر ملاءمة لخصوصيات مرحلة الاصلاحات الحالية و تكون أكثر قدرة على تجاوز الأزمات. As part of the economic reform policy adopted by the Algerian state to address the problems of the current economic and social situation, it has become heavily dependent on the adoption of the policy of local investment by relying on local communities, especially the municipality, in order to create a real alternative to the hydrocarbon economy and promote the path of development, and this vision was reflected through the passage of the municipal law 11/10. The latter has granted many powers to the municipality in the field of social and economic development, including the strengthening of domestic investment through the adoption of a set of mechanisms, which, despite their multiplicity, remain insufficient in support of the domestic investment policy, which needs to be reviewed by strengthening them with effective guarantees of embodiment or by introducing laws that are more specific to the specifics of the current reform phase and more capable of overcoming crises.
