Résumé

Résumé Le président Ferhat Abbas a proposé en avril 1963 un "projet" de Constitution de nature parlementaire articulé sur un gouvernement de législature qui ne fut jamais discuté par l’Assemblée Nationale Constituante. Le document a pour paradigme la liberté, la démocratie … que réclame aujourd’hui le Mouvement Populaire ou Hirak. Sa lettre de démission de député résume parfaitement sa trajectoire politique, tout en critiquant le système présidentiel projeté par la Constitution établie par le Gouvernement et le Bureau Politique. Abstract President Ferhat Abbas proposed in April 1963 a "draft" of a Constitution of a parliamentary nature hinged on a legislative government which was never discussed by the National Constituent Assembly. The document has as its paradigm freedom, democracy ... which the Popular Movement or Hirak is demanding today. His letter of resignation as a deputy perfectly sums up his political trajectory, while criticizing the presidential system projected by the Constitution established by the Government and the Political Bureau. ملخص اقترح الرئيس فرحات عباس في شهر افريل سنة 1963 "مشروع" دستور ذو طبيعة برلمانية مهيكل حول حكومة تشريعية والذي لم تتم مناقشته من طرف المجلس الوطني التأسيسي, اقترح الرئيس فرحات عباس في أبريل 1963 "مشروع" لدستور ذي طبيعة برلمانية مهيكل حول حكومة تشريعية لم تتم مناقشته من طرف المجلس الوطني التأسيسي. تتضمن الوثيقة مبادئ الحرية والديمقراطية ... التي تنادي بها اليوم الحركة الشعبية أو الحراك. يلخص خطاب استقالته كنائب مساره السياسي، بينما ينتقد النظام الرئاسي المنصوص عليه في الدستور الذي أعدته الحكومة والمكتب السياسي.
