الملخص
ملخص: تعد المدن السياحية الخضراء أنسجة عمرانية فريدة الميّزة، لما تلعبه من أهمية في مجال تثمين وترقية السياحة المجالية داخل المناطق العمرانية، تلك التي تمتاز بتراث سياحي متناسق لا يمكن عزله عن مكونات السياحة التراثية، بالرغم من قيمة هذه المدن إلا أن المشرع الجزائري لم يتطرق إلى معالجتها في نص قانوني صريح، مما يتطلب منا البحث في نصوص متفرقة لإبراز قيمة وحتمية التأطير القانوني للمدن السياحية الخضراء، انطلاقًا من مصطلح المدينة في بعدها التنموي، وتقديرها لمقومات التنمية المستدامة في مجمل وظائفها الحيوية، كما تمثل السياحة البيئية أداة فعالة لتطوير المدن الخضراء، وتأهيل المدن لتكون أنسجة مجالية ذات قبلة سياحية، لذا وجب تبني نهج التخطيط الاستراتيجي للمدن السياحية الخضراء وفق أسس بيئية متناسقة، مع التركيز على توجيهات السياسة الوطنية لتهيئة الإقليم وتنميته المستدامة في توطين معالم هذه التنمية الراشدة. Abstract: Green tourist cities are unique urban fabrics, due to the importance they play in the field of valuing and upgrading domestic tourism within urban areas, those that are characterized by an integrated tourism heritage that cannot be isolated from the components of heritage tourism, despite the value of these cities the Algerian law did not address them in an explicit legal text, which requires us to search in separate texts to highlight the value and inevitability of the legal framing of green tourist cities, based on the term of a city in its developmental dimension, and its appreciation of the components of sustainable development in all its vital functions, and ecotourism is an effective tool for developing green cities and rehabilitating cities in order for them to be regional fabrics with a tourist destination, thus it is necessary to adopt the starategic planning approach for green tourism cities according to integrated environmental principles, with emphasis on the national policy directives to prepare the region and its sustainable development in the localization of the features of this development.
