دور المنظمات الدولية في مكافحة الجريمة المنظمة ( منظمة الأمم المتحدة ، المنظمة الدولية للشرطة الجنائية نموذجا)

الملخص
ملخص: نظرا لخطورة الإجرام المنظم و تأثيره السلبي على الصعيدين الدولي و الوطني ، أكد المجتمع الدولي على ضرورة مكافحة هذه الجريمة المنظمة منذ عقود مضت ، و ذلك بالاعتماد على آليات و وسائل لحماية المجتمعات ، و أمن الدول و استقرارها السياسي و الاقتصادي استنادا إلى آليات قواعد قانونية كرستها الأجهزة الرئيسية للمنظمات الدولية الكبرى كمنظمة الأمم المتحدة ، ومنظمة الشرطة الجنائية الدولية " الأنتربول " من خلال مختلف الاتفاقيات الدولية المبرمة و المؤتمرات الدولية التي عقدت في هذا الشأن ، وكذا القرارات والتوصيات المتخذة لمجابهة هذه الظاهرة الخطيرة ، فضلا عن العديد من التدابير المتخذة على المستوى الوطني . وسوف تتمحور مداخلتنا في المحور الثاني من محاور الملتقى لذلك نقسم الدراسة إلى مبحثين نتناول في المبحث الأول القواعد والآليات الدولية لمكافحة الجريمة المنظمة على مستوى أجهزة منظمة الأمم المتحدة ونتناول في المبحث الثاني جهود منظمة الشرطة الجنائية الدولية في مكافحة الجريمة المنظمة . الإشكالية : اتجهت جهود المجتمع الدولي ككل لمواجهة ظاهرة الإجرام المنظم بالتصدي لمسبباتها وذلك بدعم وتطوير سبل التعاون الأمني والقضائي والقانوني من خلال العديد من المنظمات الدولية والإقليمية كمنظمة الأمم المتحدة، ومنظمة الشرطة الجنائية الدولية.تبعا لما سبق : ما هي أهم الآليات و القواعد القانونية التي اتخذتها وكرستها الأجهزة الرئيسية للمنظمات الدولية الكبرى كمنظمة الأمم المتحدة ، ومنظمة الشرطة الجنائية الدولية " الأنتربول " لمكافحة مختلف صور الجريمة المنظمة ؟ الكلمات المفتاحية: الجريمة المنظمة ، منظمات دولية ،الأمم المتحدة ،الشرطة الجنائية ، مجلس الأمن Abstraite: In view of the seriousness of organized crime and its negative impact at the international and national levels, the international community stressed the need to combat this organized crime for decades, by relying on mechanisms and means to protect societies, and the security and political and economic stability of States based on the mechanisms of legal rules established by The principal organs of major international organizations such as the United Nations and the International Criminal Police Organization (Interpol) through the various international conventions concluded and international conferences held in this regard, as well as the decisions and recommendations taken to confront this dangerous phenomenon, as well as For many of the measures taken at the national level. Our intervention will focus on the second axis of the forum, so we will divide the study into two axes. The first will deal with the international rules and mechanisms to combat organized crime at the level of the United Nations organs and in the second axis the efforts of the International Criminal Police Organization in combating organized crime. Problematic: The efforts of the international community as a whole to address the phenomenon of organized crime have been addressed by supporting and developing the means of security, judicial and legal cooperation through many international and regional organizations such as the United Nations and the International Criminal Police Organization.
