دور المنظمات غير الحكومية في الحوكمة البيئية العالمية

الملخص
تكتسي دراسة المنظمات غير الحكومية أهمية بالغة، كونها أصبحت تمثل أحد أهم الفواعل المشاركة في الحوكمة العالمية التي تعمل على إدارة مختلف القضايا في مقدمتها القضايا البيئية، لذلك تهدف هذه الدراسة إلى إبراز الدور الذي تلعبه المنظمات غير الحكومية في ضبط السياسات البيئية العالمية من أجل الحد من الانتهاكات الخطيرة التي تتعرض لها البيئة، وقد انطلقت دراستنا من إشكالية رئيسة كيف تساهم المنظمات غير الحكومية في تحقيق الحوكمة البيئية العالمية؟ حيث توصلت الدراسة إلى مجموعة من النتائج تمثلت في أن المنظمات غير الحكومية تمتلك آليات فعالة تؤهلها لأن تمارس نفوذا وتأثيرا كبيرين في نظام الحوكمة البيئية العالمية، في المقابل تواجهها مجموعة من التحديات تجعل من نشاطاتها محدودة وتحول دون أدائها لمهامها. The non-governmental organizations are crucially important, as they are effective factors participating in the global governance working on diverse issues, of which is the environmental ones. Therefore, the current research aims at highlighting the roles of the non-governmental organizations in regulating the global environmental policies to limit the serious violations transgressing the environment. The statement of the problem from which the current study departs is the following: how do non-governmental organizations contribute to achieving global environmental governance? The findings yielded from this study revealed that non-governmental organizations do possess effective mechanisms that permit them to exercise power over the global environmental governance system; On the other hand, these non-organizations are faced with many challenges limiting their activities and impeding them from performing their role fittingly.
