الهجرة غير الشرعية... من الـدافـع للمـــآل Illegal Immigration... From A Motive For Outcome Al-hiğraẗ ġhyr Al-ššhreyẗ… Min Al-ddafi ‘ Li-l-ma'āl

الملخص
تتناول هذه الدراسة، ظاهرة كانت ولا تزال تُؤَرِق المجتمع الدولي ككل، ألا و هي "الهجرة غير الشرعية"، نظراً لما لها من انعكاسات أمنية وسياسية و اقتصادية و اجتماعية على كل من البلد المصدر(البلد الأصلي) والبلد الذي يَستَقبِلُ هذه الهجرة (البلد المقصد)، كما يمكن أن تمتد انعكاساتها على بلد العبور. هذا و الإشكال لا يطرح في الهجرة غير الشرعية في حد ذاتها وإنما في تفاقم هذه الظاهرة كونها في تزايد مستمر -يوم بعد يوم- و الأفظع من ذلك هو فشل كل الجهود الدولية والوطنية في كبح جماح هذه الظاهرة، وهذا إن دل على شيء إنما يدل على أن الهجرة غير الشرعية ليست عملية عشوائية كما تبدوا لنا من أول وهلة، وإنما هي عملية منظمة وهادفة إذ تشرف عليها عصابات تهريب المهاجرين، بحيث تقوم هذه الأخيرة بإمداد المهاجرين غير الشرعيين بكافة الإمدادات والتسهيلات مقابل مبالغ ضخمة هذا بغض النَّظر عن النوايا الخفية للمهربين والتي يبتغون تحقيقها من وراء إنجاح عملية الهجرة غير الشرعية. و منه تهدف هذه الورقة البحثية إلى تسليط الضوء على ظاهرة الهجرة غير الشرعية من خلال تعريفها والكشف عن دوافعها ومخاطرها كون أن تشخيص الظاهرة والبحث في أسبابها هو السبيل الأول لمعالجتها والحد منها. This study addresses a phenomenon that has been and continues to plague the international community as a whole, namely, "illegal migration", because of its security, political, economic and social implications for both the country of origin and the country receiving such migration (destination country) and its implications for the country of transit. This and the forms are not raised in the illegal immigration as such, but in the aggravation of this phenomenon, as it is increasing daily, the most important of which is the failure of all international and national efforts to curb this phenomenon. This shows that illegal immigration is not a random process as it first appeared to us, but rather an organized and purposeful process, as it is supervised by the migrant smuggling gangs - immigration networks - so that the latter supplies illegal immigrants with all supplies and facilities in return for huge sums. This is regardless of the hidden intentions of the smugglers, which they want to achieve from the making of illegal immigration. This paper aims to highlight the phenomenon of illegal migration by defining it and revealing its motives and risks, as the diagnosis of the phenomenon and the research into its causes are the first way to address and reduce it Cette étude porte sur un phénomène qui a été et qui continue d’affliger l’ensemble de la communauté internationale, à l’exception de la "migration illégale", en raison de ses implications sécuritaires, politiques, économiques et sociales pour le pays d’origine et le pays d’accueil de cette migration (pays de destination), et ses implications pour le pays de transit. Cela et les formes ne sont pas soulevées dans l’immigration illégale en soi, mais dans l’aggravation de ce phénomène, car il est de plus en plus quotidienne, et le plus important d’entre eux est l’échec de tous les efforts internationaux et nationaux pour endiguer ce phénomène. Cela montre que la migration illégale n’est pas une opération aléatoire comme elle nous est apparue à première vue, mais plutôt une opération organisée et délibérée, car elle est supervisée par les bandes de passeurs clandestins - les réseaux de passeurs... pour que ce dernier fournisse aux immigrants illégaux tous les approvisionnements et toutes les facilités en échange de sommes énormes. C’est peu importe les intentions cachées des passeurs et ce qu’ils veulent obtenir de la réussite de l’immigration illégale. Ce document vise à mettre en lumière le phénomène de la migration clandestine en le définissant et en révélant ses motifs et ses risques, car le diagnostic du phénomène et la recherche sur ses causes sont la première façon d’y faire face et de le réduire.
