الهيئات التشريعية وصنع السياسات العامّة في بعض البلدان الخليجية: نظرة عامّة

الملخص
ملخص: يستكشف هذا البحث مدى تأثير بعض الهيئات التشريعية الخليجية في صنع السياسات العامّة؟ تقليديًّا غالبًا ما ركّزت نتائج الأبحاث الأكاديمية الأكثر شيوعًا على تهميش دور هذه الهيئات في مرحلة صنع السياسات لا سيّما أمام قوّة ونشاط الفواعل الخارجيّة الأخرى، بدلاً من ذلك، يهدف العمل من خلال إطارٍ منهجيٍّ يعتمد على النماذج المُطَوّرة في الأدبيات البرلمانية المقارنة إلى نفيّ هذه الصورة النمطية نسبيًّا، ويخلص إلى وجود دورٍ محسوس لهذه الهيئات لجهة التأثير في سياسات بلدانها يتفاوت من حالة إلى أخرى، ليدعو في النهاية إلى ضرورة إيجاد حقل مشترك مع تلك النماذج أو تكييفها لتتناسب مع خصوصية الحالات المدروسة، أو بالدعوة إلى إحداث قطيعة ابستيمولوجية معها، تمكّن من طرح نماذج جديدة توفّر قدرًا كبيرًا من المعلومات المتماسكة نسبيًا تتوافق مع عملية المقارنة عبر السياقات الخليجية. Abstract: This research explores to what extent is the impact of some Gulf legislative bodies on public policy making? Traditionally, the results of the most common academic researches have often marginalized the role of these bodies in the stage of policies making, especially in front of the power and activity of other external actors. Instead, it aims to nullify this relatively stereotype through a methodological framework which based on the developed models in the comparative legislative literature, so, it concludes that there is a significant role for these bodies in terms of influencing the policies of their countries, which varies from case to another. Finally, this endeavour called for the need to find a common field with these models or to adapt them to be suitable with the specificity of cases studied, or by calling for an epistemological break with it, enables to introduce a new models that provide a great deal of relatively coherent information corresponds to the comparison process across Gulf contexts.
