حالة الطوارئ الصحية لمجابهة فيروس كورونا وأثرها على حقوق الإنسان

الملخص
إن الوضع الاستثنائي الذي فرضه انتشار وباء كوفيد-19 على دول العالم، ومن أجل الحفاظ على الصحة العامة لم يترك لها من خيار سوى تبني إجراءات حالة الطوارئ الصحية، وهذا للتخفيف من انتشار الفيروس وتفشي الجائحة ومحاصرة آثارها. إن هذه الإجراءات التي تبنتها تلك البلدان قد تنجح في التخفيف من انتشار الفيروس لكنها بالمقابل خلفت أزمات متعددة ومنها أزمة حقوق الإنسان، مما يتوجب أن تكون تلك الإجراءات الاستثنائية التي فرضت قانونية، فمن جانب تتصدى لهذه الجائحة ومن جانب آخر تحترم وتحمي حقوق الإنسان الذي يقع مسؤولية ذلك على عاتق تلك الدول. Abstract The exceptional situation imposed by the spread of the Covid-19 epidemic on the countries of the world, and for the sake of preserving public health, has left no choice but to adopt a state of health emergency, in order to reduce the spread of the virus, the outbreak of the pandemic, and to trace its effects. These measures adopted by these countries may succeed in reducing the spread of the virus, but they have in turn left multiple crises, including the human rights crisis, which requires that these special measures imposed legal, on the one hand, to address this pandemic, and on the other hand to respect and protect the human rights that are responsible It is the responsibility of those countries.
