التحدي القانوني للحوسبة السحابية في ظل الحكومة الإلكترونية بالجزائر: المخاوف والاتجاهات

الملخص
تمثل الحوسبة السحابية فرصة ومؤشر للتقدم التكنولوجي وأحد البنى التحتية للعملية الاتصالية، إذ تهدف هذه الدراسة لمعرفة التحديات التي يواجهها المشرع الجزائري أمام هذه التكنولوجيا، خصوصا وأننا نسير نحو الحكومة الإلكترونية وما يليها، ومعرفة أسباب التخوف والجهود اللازمة لضمان عملية الحوسبة السحابية لكي تتماشى مع اللوائح والقواعد القانونية المحلية والدولية. Abstract: Cloud computing is regarded as an opportunity and major indicator for technological progress and one of the infrastructure for the communication process. This study aims at exploring the challenges faced by the Algerian legislator in this era of technology, especially if one tends think of moving towards electronic government and beyond and to know as well the causes of fear and efforts necessary to ensure the process of cloud computing to be in line with local and international legal rules and regulations. Résumé : Le Cloud computing est considéré comme une opportunité et un indicateur majeur du progrès technologique et une des infrastructures du processus de communication. Cette étude vise à explorer les défis auxquels est confronté le législateur algérien à l'ère de la technologie, surtout si l'on a tendance à penser à s'orienter vers le gouvernement électronique et au-delà et à connaître également les causes de la peur et les efforts nécessaires pour assurer le processus de Cloud computing être en conformité avec les règles et réglementations légales locales et internationales.
