الملخص

ملخص تسعى الدول الكبرى في إطار تنفيذ الالتزامات الدولية المترتبة عن الاتفاقيات الدولية الخاصة بحقوق الإنسان التدخل في الشؤون الداخلية للدول التي تشهد إخلالا بالتزاماتها التعاقدية إزاء المجتمع الدولي. وباعتبار الجزائر جزء من المنظومة الدولية حاولت التصدي لهذه المخاطر، بإجراء جملة من الإصلاحات الدستورية تبلورت أفكارها وتصوراتها ضمن التعديل الدستوري لسنة 2016، الذي سيشكل حتما جدارا منيعا للوقوف في وجه هذه التوجهات والأطماع الخارجية، ولأهمية هذا الموضوع جاءت هذه الورقة البحثية لتسليط الضوء على حزمة الإصلاحات التي باشرتها السلطة السياسية في الجزائر لتدعيم منظومة الحقوق والحريات الأساسية للمواطن وضمان نفاذها وتطبيقها. الكلمات المفتاحية: القانون الدولي الإنساني، الإصلاحات الدستورية، التدخل الدولي. حقوق الإنسان، الحقوق والحريات. ABSTRACT Within the context of implementing international obligations arising from international human rights conventions, major Powers strive to interfere in the internal affairs of States in breach of their contractual obligations towards the international community. As part of the international system, Algeria has attempted to address these risks by undertaking a series of constitutional reforms whose ideas and perceptions were crystallized within the 2016 Constitutional Amendment, which will inevitably stand as a strong barrier to confronting these external trends and ambitions. Given the importance of the subject, this research paper aims at shedding light on the reform package initiated by the political authority in Algeria to strengthen the citizen fundamental rights and freedoms system and to ensure its effective entry-into-force and implementation.
