الملخص
تهدف هذه الدراسة إلى تسليط الضوء على خضوع المحكمة الجنائية الدولية كجهاز قضائي مختص بمتابعة مرتكبي الجرائم الدولية الأشدّ خطورة، للسلطة التقديرية لمجلس الأمن، الجهاز السياسي المختص بحفظ السلم والأمن الدوليين، أمام تأثير المتغيرات الدولية الراهنة، خاصة الحرب في سوريا، واليمن، وليبيا، وبروز معايير مختلفة في تطبيق مبادئ وقواعد ميثاق الأمم المتحدة. This study aims to shed light on the submission of the International Criminal Court, as a judicial body competent to pursue the perpetrators of the most serious international crimes, to the discretionary power of the Security Council, the political body which is responsible for maintaining international peace and security, facing the impact of the current international changes, especially the war in Syria, Yemen, and Libya, and the emergence of various standards in applying the principles and rules of the United Nations Charter.
