التضامن المالي ما بين البلديات ودوره في تحقيق التنمية المحلية

الملخص
إن تحقيق التنمية المحلية يقتضي وضع استراتيجية تقوم أساسا على الاستفادة من نقاط الضعف التي عرفتها هذه الاخيرة، وهذا يتطلب الانتقال بمالية الجماعات المحلية إلى مستوى تستجيب فيه الى متطلبات التنمية المحلية. عموما الجماعات المحلية في الجزائر تعرف تفاوتا في مواردها المختلفة وهذا راجع لأسباب متعددة، وللتخفيف من حدة هذا التفاوت أقر المشرع الجزائري بدءا من قانون البلدية لسنة 1967 وصولا الى قانون البلدية لسنة 2011 فكرة التضامن المالي ما بين البلديات كآلية مالية للتعاون بينها، ولعل التساؤل الذي تطرحه سياسة التضامن المالي تتمحور حول الدور الحقيقي الذي تلعبه في تقليص التفاوت المحلي من جهة وتحقيق التنمية من جهة أخرى. وعليه ولكي تؤدي هذه السياسة الدور المنوط بها وجب الاهتمام بها على مستوى النصوص القانونية وعلى المستوى العلمي حتى لا تبقى مجرد وسيلة للتمويل المركزي فقط. Achieving local development requires setting up a strategy based mainly on taking advantage of the weaknesses that the latter has known, and this requires moving the finances of local groups to a level that responds to the requirements of local development. However, in general, local groups in Algeria know a difference in their different resources, and this is due to multiple reasons. In order to alleviate this disparity, the Algerian legislator, starting with the Municipal Law of 1967 and ending with the Municipal Law of 2011, approved the idea of financial solidarity between municipalities as a financial mechanism for cooperation between them. Perhaps the question raised by the financial solidarity policy revolves around the real role it plays in reducing local disparities on the one hand and achieving development on the other hand. Therefore, in order for this policy to fulfill the role assigned to it, it must be taken care of at the level of legal texts and at the scientific level so that it does not remain a mere means of central financing only.
