النــــــــــقل المستــــــــــــــدام في الجزائر: الواقع و الآفاق

الملخص
يعتبر قطاع النقل أحد أهم قطاعات التنمية الشاملة في كل المجتمعات، و عصب الحياة فيها؛ فهو يوفر حلقة الوصل بين الفرد و كل المرافق الضرورية لحياته. و تبين أن أكثر من 50% من تنقلاتالأفراد داخل المدن تتعلق بالعمل الذي يتزايد الطلب عليه. وتتطلب هذه الرحلات توفر وسائل ونظم نقل من طرق وحافلات وغيرها، لتسهيل هذه الحركة وتحقيقها على أفضل وجه، والارتقاء بمستوى هذا القطاع واستعمال وسائل خضراء تحقق مايعرف بالنقل المستدام؛ الذي يعد أحد المعايير الدالة على مستوى التطور الحضري، خاصة إذا ما استند إلى مايعرف بالتكنولوجيا النظي والجزائر لم تدخر جهداللالتحاق بهذا الركب؛ وعليه نسعى في هذا المقال إلى التعرف على الاستراتيجيات التي اختارتها لحل المشاكل المرتبطة بقطاع النقل. فلقد تمكنت إلى حد معتبر من فرض بعض أنماط النقل الخضراء، وعلى رأسها مترو الأنفاق و الترامواي، إلا أن التكلفة المادية الباهضة حالت دون مدهما سواء في العاصمة أو إلى ولايات أخرى في الآجال القريبة.كما أن هناك عدة مشاريع أخرى في طور الإنجاز وأخرى ستنطلق عن قريب، و يتعلق الأمر بمد السكة الحديدية في العاصمة و ضواحيها، وفي مدن أخرى Abstract: The transport sector is one of the most important sectors of overall development in all societies; It’s the link between the man and all the facilities necessary for his life. As it sems that more than 50% of people movements inside the cities depends on the work that has more demands for. These trips require the availability of means and transport systems of roads, buses, etc; to facilitate and achieve the best of this movement, to upgrade this sector and to use green means to achieve what is known as sustainable transport ,which is one of the criteria for the level of urban development, especially if it is based on what is known as clean technology. Algeria has spared no effort to join this path, so in this article we seek to identify the strategies it has adopted.. To a large extent, it has been able to impose some green transport patterns, notably the subway and tramway, but the high material cost has prevented them from extending either in the capital or to other states in the near future. Also there are a lots of projects being realized at the mean time and others that will start soon wish is expending the railways in the capital and other cities.
