الملخص
أن مصطلح الهندسة السياسية مصطلح حديث النشأة ظهر بعد نهاية الحرب الباردة، وأن المفهوم مثل الهندسة في العلوم الطبيعية تعمل من أجل تحويل وترجمة الأفكار والنظريات إلى واقع عملي ملموس لسعادة ورفاهية المجتمع، كما أن الهندسة السياسية تعني عملية إجراء التعديلات اللازمة على الشيء القائم فعلاً، أي إحداث الإصلاحات الضرورية على الأجهزة والمؤسسات الدستورية، في حين أن الهندسة الدستورية تعني بسيادة القانون وأن يكون فوق الجميع، وعدم التمييز بين الحاكم والمحكوم، وحماية حقوق الأنسان ومعاقبة منتهكيها، والفصل بين المؤسسات السياسية، مع التأكيد على سمو المؤسسة التشريعية باعتبارها هي من تشرع القوانين، واستقلال المؤسسة القضائية. He term political engineering is a newly emerging term that emerged after the end of the Cold War, and that the concept, such as engineering in the natural sciences, works to transform and translate ideas and theories into a practical reality for the happiness and well-being of society, as political engineering means the process of making the necessary adjustments to the existing thing, i.e. Bringing the necessary reforms to the constitutional bodies and institutions, while constitutional engineering means the rule of law and to be above all, not to distinguish between the ruler and the ruled, protect human rights and punish their violators, and separate the political institutions, while emphasizing the supremacy of the legislative institution as it is the one that legislates the laws, Independence of the judiciary.
