سياسة الحصة " الكوتا" كإجراء جديد لتفعيل المشاركة السياسية للمرأة في الجزائر: قراءة سوسيو- سياسية

الملخص
ملخص: يتعلق موضوع هذا المقال بنقطة ترتبط مباشرة بمسألة المشاركة السياسية للمرأة في الجزائر، فهي تخص سياسة الحصة أو نظام الحصة "« الكوتا» "النسائية كإجراء دستوري وقانوني ادخل على الحياة السياسية في الجزائر ليحسن من مكانة ودور المرأة في المجالس المنتخبة وليضمن لها حق أدنى من الممارسة في صنع القرار والتمثيل السياسي على المستويين المحلي والوطني يتلاءم وحجمها المهم اجتماعيا. يندرج هذا الإجراء ضمن المساعي التي تبذلها الدولة الجزائرية لترسيخ مبادئ الحكم الديمقراطي في شكله التشاركي، غير ألإقصائي، والقائم على الابتعاد عن كل أشكال التمييز بما فيه الجنسي. غير أن تطبيق هذا النظام على أرض الواقع بداية من 2012، أظهر بعض الاختلالات الاجتماعية والسياسية المتعلقة بوضعية المرأة في الجزائر تحث على تجاوز التفكير في الحصة " الكوتا" كنظام قانوني بحت. الكلمات الدالة: مشاركة سياسية، امرأة، حصة، تمثيل سياسي، مساواة Abstract: This article focuses on the women's quota system, which evokes in depth the question of the participation of Algerian woman in political life in all its forms. Although the Algerian state presents this system as an act that strengthens the democratic process, its application from 2012 highlights the social and political contradictions of the status of the woman in Algeria, which place the question of the female quota beyond the legal aspect. Résumé: Cet article porte sur le système des quotas des femmes en Algérie qui évoque en profondeur la question de leur participation à la vie politique dans toutes ses formes. Bien que l’Etat algérien présente ce système comme un acte qui renforce le processus démocratique, sa mise en œuvre sur terrain dès 2012 a fait ressortir les contradictions socio-politiques marquant le statut de la femme en Algérie et contourne ainsi l’aspect purement juridique de la question du quota féminin.
