الملخص

جاءت هذه الدراسة لتسلط الضوء على أسلوب طلب العروض كقاعدة عامة في ابرام الصفقات العمومية، وهو الأسلوب الذي تم اعتماده في ظل المرسوم الرئاسي 15-247 المتضمن تنظيم الصفقات العمومية وتفويضات المرفق العام، و الذي يقوم على اختيار من يقدم أحسن عرض من الناحية الاقتصادية، على عكس أسلوب المناقصة الذي كان قائما على اختيار العرض الأقل ثمنا، وقد جاء المرسوم الرئاسي 15-247 بإجراءات خاصة تتعلق بإبرام الصفقات العمومية عن طريق طلب العروض. This transaction, which was adopted by law 15-247 who includes the regulation of public transactions and the mandates of the general facility, which based on the choice of the best offer economically study aimed to shows request for proposal as a general rule in concluding public t, unlike the auction which was based on the selection of the lowest bid .Also law 15-247 provides special procedures for the conduct of public transactions through the request for proposal. And who will be our handling of the issue of the conclusion of public transactions through the request for proposal according to law 15-247, so as to answer to the main forms: what is the most important developments according to law 15-247 on the conclusion of public transactions by the request for proposals. In order to answer these questions a bilateral plan was adopted to develop and clarify changes in the method of solicitation of bids, from the concept to the procedures for the conclusion of public transactions by the request for proposals.
