الملخص
تهدف العولمة اليوم إلى ممارسة عنف ثقافي، لأنها تجاوزت - أولا - أطر نشأتها وبداياتها القائمة على الاقتصاد والسياسة، وتجاوزت - ثانيا - مبدأها المبني على التعايش الحضاري، فتسعى العولمة الثقافية بما أتيح لها من تقنية علمية واقتصاد قوي إلى فرض نموذج ثقافي كوني، تطمح من خلاله للهيمنة والتفوق، وذلك باختزال التاريخ، وطمس معالم الانتماء وإذابة الحدود الثقافية بين الشعوب، ولأن مخاطر العولمة تنعكس على كيان الدولة وتضعف دورها ومعناها، فإن ما يكون على الأخيرة هو أن تلتفت للنخبة المثقفة، وما يتوافر عندها من قوى حية وطاقات فكرية تسهم في التخفيف من وطأة الظاهرة، فتعمل على تواصل ناجح مع هذا القدر المحتوم، وتحصن الأفراد والجماعات، وتحقق الأمن الثقافي، لكن واقع النخبة اليوم هو أنها تشعر بالسخط من إعلامين، إعلام عالمي معولم يهدف إلى الاحتواء السلبي، وإعلام محلي يقصي دورها وفاعليتها، في مقابل إعلاء ثقافة الجماهير التي روضت على الاستهلاك الأعمى والأصم، لذلك فإن سبل مواجهة هذه العولمة والاستغلال الإيجابي للتقنية العلمية، مرهون بتفعيل سلطة المثقف، ومراجعة علاقته بالسلطة القائمة ومؤسساته الثقافية. Abstract: Today, globalization aims to engage in cultural violence, as it has overtaken - first -. its origin and beginning frameworks based on economy and politics and exceeded - secondly - its principle based on civilized coexistence, cultural globalization, with its scientific and powerful economy, seeks to impose a cultural paradigm in which aspire of domination and superiority, by reducing history, blurring the contours of belonging and dissolution of cultural boundaries between peoples, and because the risks of globalization are reflected in the state entity and weaken their role and meaning, so it has to take into account the intelligentsia with their powers and their intellectual energies that contribute to limit the shock of the phenomenon, and work on successful communication with this inevitable destiny, protect the individuals and groups and ensure cultural safety, but the reality of today's elite is that it is outraged by media professionals, a globalized media aiming to a negative containment, and a local media that excludes its role and its efficiency, in exchange for promoting the culture of the masses who have been tamed by blind and deaf consumption, so the means to cope with this globalization and the positive exploitation of scientific technology depends on the activation of the authority of the intelligentsia and the examination of its relations with the existing authority and its cultural institutions.
