الفواعل الأساسية المساهمة في صنع السياسة العامة للبيئة في الجزائر بالاعتماد على الجريدة الرسمية للجمهورية الجزائرية 1974-2017.

الملخص
موضوع حماية البيئة في الجزائر لم يأخذ نصيبه من الإهتمام ضمن أولويات السياسات العمومية لحد الآن. فصنع وتنفيذ السياسة العامة للبيئة-إن وجدت حقا- تأرجحت بين فواعل تولت بصفة ثانوية وجد محدودة عملية صنعها بداية من سنة 1974 أين كان موضوع البيئة موضوع جد ثانوي ولم تظهر سياسة عمومية واضحة في المجال البيئي، فالمهام المتعلقة بحماية البيئة تولتها فواعل أساسية ورسمية خارجة عن نطاق حماية البيئة وسطرت مهمة حماية البيئة كمهمة فرعية. حتى سنة 2001 أين ظهر نوع من الاهتمام بمجال صنع السياسة العامة للبيئة من خلال تولي وزارات موجهة خصيصا لمهمة حماية البيئة ووضع الأطر المناسبة لحسن صياغة سياسات بيئية رغم محدودية الاهتمام الذي يزال يشهده القطاع نظرا لاحتلال قطاعات أخرى حساسة أولوية السياسات الحكومية. The issue of environmental protection in Algeria has not yet taken its share of public policy priorities. The creation and implementation of the general policy of the environment, if any, has fluctuated between the actors that took over secondary and found limited manufacturing process since 1974, where the subject of the environment was very secondary and did not show a clear public policy in the environmental field. The scope of environmental protection The task of protecting the environment is subordinated. Until the beginning of the millennium, there was a kind of interest in the field of environmental policy-making through the assumption of ministries specifically devoted to the task of protecting the environment and setting the appropriate frameworks for the good formulation of environmental policies, despite the limited attention still being witnessed in the sector, given that other sensitive sectors occupy the priority of government policies.
