Résumé
يعد موضوع المؤسسات الصغيرة والمتوسطة أحد أهم المواضيع البحثية، لدورها المحوري والأساسي في تطوير اقتصاد الدول والذي عادة ما يترجم إلى حاجة ملحة لتطوير هذا القطاع من المؤسسات اعتمادا على عدد من استراتيجيات وسياسات بغية تنشيط هذا الدور وبذلك يواجه هذا النوع من المؤسسات تحدي مزدوج : يتمثل التحدي الأول في التحضير لمرحلة ما بعد النفط والتحدي الثاني يتمثل في الانتقال نحو اقتصاد سوق حديث يتميز بتنافسية المؤسسات والتي تشكل نسيجه. جاءت هذه الورقة البحثية كمحاولة لدراسة وتقييم دور المؤسسات الصغيرة والمتوسطة في تحقيق التنمية الاقتصادية من خلال إلقاء الضوء على دور المؤسسات الصغيرة والمتوسطة في خلق مناصب العمل، حيث يعد التشغيل أحد أهم قضايا التنمية الاقتصادية والاجتماعية، كما تزداد أهمية هذه الدراسة إضافة إلى تقييم دور المؤسسات الصغيرة والمتوسطة في رفع الناتج الداخلي الخام وزيادة الصادرات بالاعتماد على الاحصائيات الخاصة الوطنية والدولية بعدد من السنوات. Abstract: The subject of small and medium-sized enterprises is one of the most important research topics according to its principal and critical role at developing the country’s economy; which is usually translated into a necessity to develop this sector depending on a variety of strategies and policies within the framework of development programs and plans in order to activate its role, thereby this kind of enterprises face a double challenge; the first, concerning the preparation to the period after oil, and the second, concerning the transition towards a new modern market economy which is characterized by a competitive enterprises where small and medium-sized enterprises form its textile. This paper is an attempt to examine and evaluate the role of small and medium-sized enterprises at achieving economic development through shedding the light on the role of small and medium-sized enterprises at creating the new work positions, where employment is one of the most important issues of economic and social development, in addition, evaluating the role of Small and medium-sized at raising the Gross Domestic Product and increasing the exports based on national and international statistics of a number of years.
