الملخص
ملخص تتناول هذه الدراسة مجلس الأمن والسلم الإفريقي، ومدى مساهمته في تسوية النزاعات الإفريقية ، ويعدّ النزاع القائم في دارفور نموذج يمكن اعتباره اختبارا حقيقيا للمجلس، ومن خلال القرارات التي اتخذها في سبيل تسوية هذا النزاع اتضح أن مجلس السلم والأمن الإفريقي ما يزال دون الطموحات الإفريقية بسبب نقص الخبرة في التعامل مع النزاعات الدولية، وقلة عدد القوات الإفريقية وضعف تأهيلها في مجال حفظ السلم والأمن ، وقلة الموارد المالية، وكثرة التدخلات الأجنبية في القارة الإفريقية والضغوط التي تمارسها الهيئات الدولية على المجلس، فضلا عن عدم مصادقة جميع الدول الإفريقية على البرتوكول. Abstract: This study examines the African Peace and Security Council, and the extent of its contribution to the settlement of African conflicts and disputes. Actually, Darfur’s conflict is considered a hard task and a true test for this council. Indeed, the different decisions which have been taken in order to settle this conflict have revealed that the African Peace and Security Council is far from being able to realize African dreams and ambitions because of different reasons including the fact that it does not have enough experience to deal with international conflicts, the lack of financial resources, frequent foreign interventions in the African continent and the pressure exerted by the international bodies on board, as well as the lack of authentication of all African countries on the protocol
