تأثير المبادرة البرازيلية " المسؤولية أثناء الحماية" في مفهوم مسؤولية الحماية.

الملخص
ملخص: لقد أدّى انحراف التّحالف الدّولي في ليبيا عن ولاية قرار مجلس الأمن 1973، إلى إسقاط نظام القذّافي، ما دفع البرازيل إلى طرح مبادرة المسؤولية أثناء الحماية. ويهدف هذا البحث إلى إبراز مدى مساهمة المبادرة في مفهوم مسؤولية الحماية، بتوضيحها وتفسيرها ودعم تنفيذها والتّطور معها جنبا إلى جنب، وقد لقيت المبادرة معارضة شديدة خاصّة من الدّول الغربية، بالنّظر إلى التّسلسل الزّمني الصّارم لتنفيذ الأركان الثّلاث لمسؤولية الحماية، لكن البرازيل عدّلت المذكّرة المفاهيمية وتحوّلت إلى التّسلسل المنطقي للأركان الثلّاث، فغيّرت الدّول أيضا موقفها. تخلّت البرازيل لاحقا عن المبادرة بحجة أنّها لا تملك مقعدا دائما في مجلس الأمن لقيادة النقاش حولها، لكن بإمكانها إعادة احياء المبادرة بالاعتماد على دعم دول البريكس، مع سعي الدّول لإصلاح إجراءات وهيكل مجلس الأمن بجعل تمثيل دائم للدول النامية مثل دول افريقيا وآسيا وأمريكا اللاتينية. كلمات مفتاحية: مسؤولية الحماية -المسؤولية أثناء الحماية -حماية المدنيين -مجلس الأمن-الأمم المتّحدة. Abstract: The deviation of the international coalition in Libya, from the mandate of Security Council resolution 1973, led to the overthrow of the Gaddafi regime, prompting Brazil to put forward the initiative of Responsibility While Protection. This research aims to highlight the contribution of the initiative to the concept of responsibility to protect, clarifying and interpreting it and supporting its implementation and development with it side by side. The initiative received strong opposition, particularly from Western countries, given the strict chronology of the implementation of the three pillars of responsibility to protect, but Brazil modified the concept note and turned into the logical sequence of the three pillars, States also changed their position. Brazil later abandoned the initiative, on the pretext, that it does not have a permanent seat on the Security Council, to lead the debate on the initiative. However, it can revive the initiative by relying on the support of the BRICS; As States seek to reform the procedures and structure of the Security Council by making permanent representation of developing countries such as those of Africa, Asia and Latin America.
