ملخص: إن نجاح الهيئات المحلية في تحقيق أكبر معدلات للتنمية المحلية الممكنة يتوقف إلى حد كبير على حجم مواردها المالية، غير أن هذه الهيئات غالبا ما تعاني ضعفا أو عجزا في توفير الموارد المالية الضرورية لتمويل برامج التنمية المحلية، مما يصعب عليها تنفيذ كافة أو بعض برامجها الضرورية لسكان الوحدات المحلية، وقد تنتج مثل هذه المشاكل أساسا لعدة أسباب ، كل هذه العوامل تقف حاجزا في وجه كل برامج التنمية المحلية التي تعمل الحكومة على وضعها، الأمر الذي استدعى أخذ التدابير و الإصلاحات اللازمة للحد من نزيف الأموال و ترشيد إنفاقها و جمعها بهدف تحقيق أفضل استغلال لمصادر تمويل الجماعات المحلية.
