الرّعيّة والمال في سياسات الخلفاء العباسيّين بين(136ه و289ه/754م و902م)

الملخص
الملخص باللّغة العربيّة: استمرار مدّة حُكْمٍ أطْوَل لأيّ دولة مرتبط بمدى إيجاد حكامها لقواعد إقتصاديّة عامّة، ومالية خاصة، مع مراعاة قياسها وتقيّيمها المرحلي مع ما يتناسب واستقرار أوضاع الرّعيّة، ومراقبة ما قد يعتريها من تجديدات تخصّ عقيدتها، وأصالتها وتقاليدها؛ لذلك كان اهتمام الخلفاء العباسيّين بين(136ه و289ه/754م و902م) بمدى وجود هذه الأسّس بشكل يضمن الاستمرار لحكم أسرة بني العباس للدّولة الإسلاميّة، فأوجدوا الإستراتيجيّات التي تكْفَلُ لهم محبّة الرّعيّة بالرّغم من تعدّد أبعادها عن الخليفة العباسي بين أقارب وغيرهم ، ففعّلوا السّياسات التي سطّروها لإنتعاش المجال الإقتصادي، لتوفير المال؛ قصد الحفاظ على بقاء العلاقة الثّابتة بينهم وبين الرعيّة بمختلف تركيباتها وأصولها النّسبيّة، فجسّدوا من خلال ما بذلوا من جهود قيمة ما تأثّروا به من نُظُم وسياسات حُكْمٍ عند غيرهم، خاصّة الفرس وأيضا ممّا وصل إليهم من ترجمات كتب علميّة، ومجالستهم للعلماء والفقهاء بقصد التّشجيع العلمي من جهة، ومن جهة أخرى تربية أولادهم وأولياء عهدهم، وكذا الرّعيّة من خلال إيجاد مكتبات عامّة، وهذا كلّه دفع إلى إحداث تطورات في المجال الإقتصادي ما انعكس إيجابا على استقرار الرّعيّة، فنظمت الدّواوين، وانتظمت الأسواق، واتّسعت مساحات الأراضي الزّراعيّة، وكثر الخراج. English Abstract The continuation of a longer term rule for any country is dependent on the extent to which its rulers find general economic and financial rules, taking into account their gradual evaluation and evaluation, in proportion to the stability of the parish's conditions, and observing the innovations that may be related to their faith, originality and traditions. (754 CE and 902 AD), the extent of the existence of these foundations in a manner that ensures continuity of the rule of the Bani Abbas family of the Islamic state. They created the strategies that guarantee the love of the parish despite the multiplicity of its dimensions from the Abbasid Caliph among relatives and others. In order to maintain the constant relationship between them and the parish in its various formations and relative origins, they embodied through their efforts the value of the impact of the systems and policies of the rule of others, especially the Persians and also from the translations of scientific books, and the Council of scientists And the scholars in order to encourage scientific, on the one hand, and on the other hand, the education of their children and their guardians, as well as the parish through the creation of public libraries, all of which led to the development of economic developments, which reflected positively on the stability of the parish, organized Aldawain, and organized markets, and expanded areas of land For agriculture, and many abscess.
