الملخص
ملخص: لقد تطور مفهوم الديمقراطية في عصرنا ولم تعد ترتكز على حكم الشعب وممارسته الرقابة على الحكومة أو مجرد آليّة انتخابية دورية ، بل اتسع ليشمل المشاركة في اتخاذ القرار ومراقبة مدى تنفيذه ونتائجه في إطار ما يسمى بالديمقراطية التشاركية التي تقوم على ضمان وسائل الممارسة السياسية من خلال التعدد السياسي، التداول السلمي على السلطة و احترام الحقوق و الحريات ، فمتى كانت الديمقراطية قوية كان المجتمع المدني كذلك . فالعلاقة بين المجتمع المدني و التحول الديمقراطي هي علاقة ترابط، ذلك أن المجتمع المدني يقوى وينتعش في إطار نظام ديمقراطي، كما أنه يشكل في الوقت نفسه ركيزة أساسية لتحقيق التحول الديمقراطي، وترسيخ الديمقراطية على نحو يضمن لها الاستمرارية والاستقرار Abstract: The concept of democracy has evolved nowadays and it is no longer based only on the power of the people and the control exercised over the government, nor simply on a periodic electoral mechanism. This concept has been extended to the participation in the process of decision-making, to the control of the application of these decisions and the results obtained, within the framework of so-called participative democracy. The latter ensures the means that guarantee the political exercise through political pluralism, the peaceful transfer of power and respect for rights and freedoms. A real democracy involves a strong civil society because the relationship between civil society and democratization is interdependent. Civil society strengthens the democratic system as it represents a fundamental pillar for consolidating democracy in a way that ensures its continuity and stability
