الشعب الإدارية المتخصصة وسيلة للتهدئة بين المثالية والواقع

الملخص
الملخص: تأسست الشعب الإدارية المتخصصة في إطار سياسة التهدئة المطبقة من قبل الحاكم العام جاك سوستال، وهي صورة مستنسخة عن الشؤون الأهلية بالمغرب الأقصى والمكاتب العربية في الجزائر، وهكذا أريد لها أن تكون الوارثة الأمينة لتجربة عمرها مائة وعشرون عاما 1830-1955 وقد كانت المهمة الأساسية لهذا التنظيم هو مراقبة السكان في الأرياف وكسب ولائهم، وللشعب الإدارية المتخصصة مهام إدارية وسياسية تتمثل في التصريح بالولادات والوافيات وإعداد بطاقات الهوية،بالإضافة إلى حل المشاكل الخاصة بالمنح العائلية والتكفل بإحصاء السكان لتجديد القوائم الانتخابية ،فضلا عن مهمة نشر التعليم الفرنسي في الأرياف، لكن كل هذه المهام ما هي إلا تمويه عن مهمتها الأساسية: مراقبة تنقلات جيش التحرير الوطني وخلق فئة من الجزائريين عميلة لفرنسا لكن جبهة التحرير الوطني كانت متفطنة لمناوراتهم وردت عليها بتأسيس المجالس الشعبية على مستوى القرى والدواويير. Résumé: Les SAS s’intègrent dans la grande tradition des bureaux arabe de l’Algérie celle des service des affaire indigènes du Maroc, Les SAS est donc une structure administrative civile et militaire .crier par le gouverneur général jacques Soustelle pour créer un lien direct avec la population rurale, elle avait pour mission d’assurer la sécurité et d’intervenir dans des domaines aussi divers que l’administration, la santé, le social, l’éducation, l’économie, l’habitat, et la préparation des listes électorale . Mais le front de libération national il été très contions de cette politique de pacification, pour en faire face, il a créé les assemblées populaires dan les régions rurales. Abstract: The Special administrative sections were established as part of the policy of appeasement practiced by the governor general Jacques Soustelle and it was apratect copy of civil affairs in Morocco and Arabs offices in Algeria .it was supposed to complete an experience which lasted more hand 120 years (1832-1955). The main mission of this organization was to control people in rural areas and gain their loyalty andallergiance It also had other administrative and political missions such as births and deaths registration; census and electoral registers ,making ID cardes and solving problems related to social security and family allowances, As Social mission , it alid best to spread French education and values among Algerian Muslims. Despite all these plans, the national liberation Front was averted avvare of Jacques Soustelle’s activities and maneuvers that’s why they founded many people’s councils in most villages.
