The human element is the basis of all development, whether social or institutional. He is the one who changes, manages and controls the process of all institution's resources, whatever its kind or purpose. Therefore, it is necessary to qualify and train an effective human resource capable of controlling all these processes through a training strategy based on recognized scientific steps, principles and rules. The aim of this study is to explore and lift the veil on the assessment of the training process as the most important step on which this process is based. This step leads in turn to the development of human resources capabilities and skills in order to reach outstanding performance, achieve total quality and build a competitive institution. At this stage, this last will be able to face the challenges and meet current changes on a global scale.
