الملخص

يعد الفقر واحد من المشاكل العالمية التي تعاني منها معظم الدول في العالم، فهو لا يقتصر على الدول الفقيرة فحسب وإنما هو موجود في الدول المتقدمة أيضاً ولكن على نطاق ضيق بالمقارنة مع مجتمع دول العالم الثالث، لذا فان ظاهرة الفقر لا يخلو منها أي مجتمع من مجتمعات العالم، ولهذه الظاهرة انعكاسات خطيرة على مجتمع والفرد بشكل عام ، ومن ابرز هذه الانعكاسات هي استشراء مظاهر الفساد وتعميقه في المجتمعات ، كما أن الحاجة قد تدفع الفرد الى اللجوء للطرق والأساليب غير مشروعة من اجل تأمين لقمة العيش ، ويعود سبب ذلك الى تزايد حالة الحرمان في كافة المجالات للمجتمع ( الصحة، والتعليم، والإسكان، بالإضافة الى استهلاك اقل للمواد الغذائية). وتأتي أهمية هذا البحث هو الى توضيح المفاهيم النظرية للفقر من جهة ومحاولة بيان واقع الفقر في العراق واسبابه، واستقصاء وضع الفقر والفقراء محافظة المثنى تحديدا باعتبارها من اكثر المحافظات العراقي فقرا، ومعرفة مستويات الحرمان فيها في مختلف المجالات وتشخيص أسبابه ، وصولاً الى وضع بعض المقترحات التي يمكن من خلالها أن تحد من ظاهرة الفقر والحرمان في المحافظة. Is one of poverty from the global problems that most states experiencing in the world, it is not limited to poor countries only but it is present in the developed countries as well, but on a small scale compared with the community Third World countries, so the phenomenon of poverty is not without which no community of communities the world, but this phenomenon is serious repercussions on society and the individual in general, and the most prominent of these reflections is the rampant corruption and deepen in the communities, and the need may drive an individual to resort to ways and methods unlawful for a living insurance, due largely to the increasing state of deprivation in all areas of the communities(health, education, and housing, as well as to less consumption of food). The importance of this research is to clarify the theoretical concepts of poverty on the one hand and try to explore the development of poverty and the poor in Iraq and in the province of Muthanna , and find out the levels of deprivation in various fields and diagnose its causes, down to put some proposals in which they can limit the phenomenon of poverty and deprivation in the province
