دعم وتشجيع المقاولاتية كأبرز حل للقضاء على البطالة في الجزائر

الملخص

أظهرت تجارب الدول المتقدمة كيف ساهمت المقاولاتية في الحد من البطالة أين شكلت رافدا حقيقيا للتنمية الدائمة اقتصاديا واجتماعيا باعتبارها قطاعا منتجا للثروات وفضاء حيويا للمحافظة وخلق مناصب العمل. الجزائر من بين الدول التي تسعى لحل مشكل البطالة من خلال مجموعة من السياسات الإصلاحية والإجراءات التي Nدف إلى دعم وترقية المقاولاتية من خلال عدة محاور تتعلق بالإطار التشريعي، الجبائي، المالي وكذا أجهزة دعم ومرافقة المقاولين في كل البرامج الإصلاحية التي عرفها الاقتصاد الوطني. على ضوء ما سبق، نحاول من خلال هذا العمل إظهار أهمية المقاولة كحل امثل لمشكل البطالة في الجزائر حيث سنستعرض تطور هذه الظاهرة في الجزائر، مميزاNا وأهم إجراءات الدولة للقضاء عليها. ثم في المرحلة الثانية نستعرض ماهية المقاولاتية وأهميتها ثم تطورها في الجزائر واستعراض دورها في الاقتصاد الوطني. وفي الأخير نقدم أفاق ترقية المقاولاتية للقضاء على البطالة في الجزائر The experiences of developed countries have shown how entrepreneurship has contributed to the reduction of unemployment, where it has been a real branch of sustainable economic and social development as a productive sector of wealth and a vital space for the preservation and creation of jobs. Algeria is among the countries that seek to solve the problem of unemployment through a set of reform policies and procedures aiming at supporting and promoting entrepreneurship through several axes related to the legislative, fiscal and financial frames, as well as the supporting bodies and accompaniment of contractors during all the reform programs witnessed by the national economy. In light of what preceded above, we will try through this project to show the importance of entrepreneurship as an ideal solution to the problem of unemployment in Algeria. We will first review the development of this phenomenon in Algeria, its characteristics, and the most important measures taken by the state to eliminate it. In the second step, we will review the nature of the entrepreneurship and its importance and then its development in Algeria, and review its role in the national economy. Finally, we will offer the prospects of promoting entrepreneurship to eliminate unemployment in Algeria.
