ملخص:نهدف من خلال هذه الورقة البحثية إلى إبراز الدور الهام الذي تلعبه البلدية الإلكترونية في تحسين جودة الخدمات المقدمة للمواطنين، وتعتبر بلدية دبي نموذجا مثاليا للبلدية الإلكترونية المتطورة والتي يمكن للجزائر أن تستفيد من تجربتها هذه خاصة في ظل عزم الحكومة تبني هذا النمط وإدخال تكنولوجيا المعلومات والاتصال في كافة المجالات الإدارية والمؤسساتية وبالأخص في الجماعات المحلية، وتوصلت الدراسة إلى ضرورة تبني هذا النمط المتطور من الإدارة وتدريب وتأهيل موظفي الجماعات المحلية من خلال تكوينات وتربصات في الإدارة الرقمية، بغية رفع الكفاءة المهنية لديهم وتوافقها مع متطلبات العصر. Abstract: Through this research, we aim to put the focus on the important role played by the electronic municipalities in improving the quality of the services offered to the citizens. Dubai's Municipality, for example is seenasthe most sophisticated example of the electronic municipality,to the point that makes Algeria take benefit from its experience, especially considering the government's insistence on adopting this pattern and inserting the Information and communication technologies in all the administrative and institutional fields, particularly the local groups.The study came to the conclusion that this type of management needs to be adopted. Besides, local community employees should be trained to have the necessary and required qualifications in digital management to increase their professional competence and meet the requirements of modern times.
