الجدل القائم حول فرضية الركن لأنظمة أسعار الصرف Controversy On The Corner Hypothesis Of Exchange Rate Regimes

الملخص

تهدف هذه الدراسة إلى تحليل الجدل القائم حول فرضية الركن لأنظمة أسعار الصرف التي تنص على استبعاد الأنظمة الوسيطة، ورغم بروز هذه الفرضية إلا أنها مازالت تواجه معارضة من بعض الاقتصاديين، إذ يحتج مؤيدي هذه الفرضية على وجه الخصوص بفرضية الثالوث المستحيل، التي تنص على أنه لا تستطيع البلدان أن تختار سوى اثنين فقط من ثلاث نتائج ممكنة: قابلية حركة رأس المال، استقلالية السياسة النقدية، واستقرار أسعار الصرف. في حين يحتج معارضي هذه الفرضية بأن أنظمة أسعار الصرف الوسيطة مازالت قابلة للاستمرار، لأنها تسمح بأن توجه السياسات إلى الحد من الاختلالات، وهو ما لا يمكن أن يدعيه أي من الحلين المتطرفين، كما يحتج مؤيدي الأنظمة الوسيطة بظاهرة الخوف من التعويم التي تؤدي إلى انخفاض قيمة العملة. This study aims to analyze the debate on the corner hypothesis of exchange rate regimes that presupposes the exclusion of intermediary systems. Although this hypothesis is emerging, it still faces the opposition of some economists. Proponents of this hypothesis argue in particular the hypothesis of the impossible trinity, Countries can choose only two of three possible outcomes: capital mobility, monetary policy independence, exchange rate stability, Opponents of this hypothesis argue that intermediate exchange rate regimes are still continuation because they allow policies to reduce imbalances, which can not be claimed by any of the two radical solutions. Proponents of intermediary regimes also argue the phenomenon of fear of flotating that leads to devaluation the currency.
