The role of human capital has become increasingly important in recent years. Indeed, the immense attention paid to this factor with respect to physical capital has taken a serious place during the period of sustained growth that followed the Malthusian regime. This is due mainly to a large accumulation of this factor (human capital) and the acceleration of technological progress. Indeed this stage of growth has been experienced by many developed countries since the late 19th century, while it did not start in some other countries such as Asia and Latin America until the late 20th century. Simultaneously many countries in Africa are still living the second stage of the evolution of global economy. In general the importance of human capital is reflected in the growing role of the level of education and skills in increasing production. Under such circumstances and recognizing the importance of this factor, Algeria has deployed since independence, efforts to increase the stock of human capital and insert it into the economic sphere by looking for appropriate programmes that ensure the accumulation of this factor in the necessary quantity and quality that feats demands of Algerian economy.
