رخصة التجزئة كآلية للحد من التلوث البيئي بالإشعاع غير المؤين

الملخص
يعتبر الإشعاع غير المؤين من بين الملوثات الحديثة،الذي صاحب التطور التكنولوجي الذي وصل إليه الإنسان في شتى الميادين،حيث أصبح هذا الإشعاع يلازم الإنسان في كل مكان في العمل أو في البيت والسبب في ذلك كثرة الأجهزة التي تنبعث منها هذه الإشعاعات،وبالمقابل فإن الدراسات العلمية،قد أثبتت تأثير هذه الإشعاعات على الإنسان والبيئة المحيطة به،مما أدى بالتشريعات بما فيها المشرع الجزائري إلى إخضاع المنشئات التي تنبعث منها هذه الإشعاعات إلى ضوابط قانونية،من أجل التقليل من الضرر البيئي،من زاوية أن إقامة منشأة صناعية تحتاج إلى قطعة ارض من تشيديها، وهذه الأخيرة تحتاج إلى رخصة حسب طبيعتها كرخصة التجزئة،التي بدورها تتطلب مجموعة من الإجراءات لمنحها كدراسة مدي انبعاث الطفيليات الكهرومغناطيسية من المنشأة الصناعية ومدى تأثيرها على البيئة ،والهدف من هذه الدراسة معرفة مدى مساهمة هذه رخصة التجزئة في وقاية البيئة من خطر الإشعاع غير المؤين. Abstract: Non-Ionizing Radiation is one of the modern pollutants, which has accompanied the technological development reached by man in various fields, where this radiation is following man everywhere in the workplace or at home, and that because of the large number of devices that emit these radiation, In contrast, scientific studies have demonstrated the effect of these radiation on humans and the environment surrounding them, which led legislations, including the Algerian legislator, to subject the establishments that emit these radiation to legal controls, In order to reduce the environmental damage, from the point of view that the establishment of an industrial facility needs a piece of land from it’s own fabrication, which need a license according to it’s nature like license retail,which in turn requires a set of procedures to give them as a study of the emission of electromagnetic parasites from the industrial facility and its impact on the environment, and the purpose of this study is to know the contribution of this retail license to protect the environment from the risk of non-ionizing radiation.
