حق المرأة العربية في حياة خالية من العنف "قراءة في الإستراتيجية العربية لمناهضة العنف ضدّ المرأة"

الملخص
لعلّ أهم التحديات التي تواجه تنفيذ استراتيجيات وبرامج حماية المرأة من العنف هو ضعف نهج المؤسسات المتعددة، واعتماد التنسيق بين المؤسسات الشريكة العاملة في مجال حماية المرأة على العلاقات الشخصية أكثر منه على أسس مهنية؛ لذا تم تطوير الإطار العربي كآلية لتنفيذ استراتيجية مناهضة العنف ضد المرأة وحمايتها؛ ليكون وثيقة مرجعية عربية تحدد أسس مقترحة لتقديم خدمات الوقاية والحماية، وتعمل على سد الثغرات في الممارسات القائمة. ويقوم الإطار على نهج المؤسسات المتعددة، حيث يتطلب هذا النهج التعاون والتنسيق ما بين المؤسسات العاملة في مجال حماية المرأة، وتحديد الأدوار والمسؤوليات المشتركة لهذه المؤسسات، كما يتطلب أيضًا درجة عالية من التفاهم والاحترام المتبادل لوجهات النظر المهنية المختلفة، وتبادل المعلومات والخبرات، وتقديم خدمات عالية الجودة ضمن المعايير المتفق عليها. كما يعرض الإطار التوجه العام لسياسات وبرامج حماية المرأة والخطوط العامة للخدمات الواجب تنفيذها عند تطبيق هذا الإطار. Propabally the most important challenges that facing the implementation of strategies and programs of protecting women from violence, is the weakness of the multi-institutional approach and also taking into consideration the coordination between the working partner institutions in the area of protecting women on personal relations rather than on professional grounds. In this vein the Arab framework has been developed as a mechanism to implement and protect the strategy which stands to combat violence against women ; To serve as an Arab reference document setting out proposed principles for the provision of prevention and protection services, and filling gaps in existing practices.The framework is based on a multi-institutional approach. In which this approach requires cooperation and coordination among the working institutions in the area of women's protection, and defining the common roles and responsibilities of these institutions. It also requires a high degree of understanding and mutual respect for different professional perspectives, exchange of information and experience, and introduce services of a high quality within agreed standards. The framework also shows the general orientation of women's protection policies and programs and the general lines of services that should be implemented during the application of this framework.
