الملخص

يعد الوقف من أهم ركائز الاقتصاد الإسلامي والعملية التنموية ومصدر لتحقيق التكافل الاجتماعي، فباستثمار أموال الوقف وتثميرها يمكن أن تؤدي دورًا مهما في التنمية الشاملة وذلك من خلال تفعيل دور المؤسسة الوقفية في المجتمع وتحويلها من مجرد مرافق خدمية وتقديم مساعدات استهلاكية لمستحقيها إلى تمويل مشروعات مصغرة أو صغيرة وحتى متوسطة حتى تدر عوائد دورية ومستدامة على أصحابها، وباعتبار الجزائر بلد إسلامي فإنه عمل على تجسيد هذا المنطلق العقائدي من خلال وزارة الشؤون الدينية والأوقاف، إلا أن تجربة استثمار أموال مؤسسة الأوقاف لا تزال في بدايتها، وبغية تدارك ذلك نلاحظ مؤخرا تسارع في البحث عن دور ريادي للأوقاف الجزائرية من خلال اعتماد قوانين تتيح تطوير الأوقاف عن طريق عمليات الاستثمار الرشيد لها. The Waqf is one of the most important pillars of the Islamic economy as source of social solidarity and development. The investment of Waqf funds can play an important role in the comprehensive development; Its revenues can be a source of funding for a wide network of public benefit projects throughout converting them from mere service facilities and consumer assistances to financing small and even medium projects that generate periodic and sustainable returns to their owners. As a Muslim country, Algeria has worked to embody this ideological point of view through the Ministry of Religious Affairs and Endowments, but the Awqaf funds investment experience is still in its infancy, and in order to advance it foreword, many efforts were given to search for a leading role of the Algerian endowments through the adoption of laws allowing its development through rational investment operations.
