الملخص

لقد أصبح تطوير وتحسين الإدارة والخدمة العمومية للجماعات المحلية من بين أولويات وزارة الداخلية والجماعات المحلية والتهيئة العمرانية من خلال تجسيد مشروع الإدارة الإلكترونية لمواكبة التحولات والتغيرات التي تمخضت عن ظاهرة العولمة، كإصدار العديد من التعليمات والمراسيم والنصوص القانونية والتشريعية قصد استعادة الثقة وتحسين العلاقة بين الدولة والمواطن وتبسيط الإجراءات الإدارية ولامركزية استصدار الوثائق، وتمثل كل هذه الإجراءات الرؤية الجديدة للدولة لتحسين الخدمات العامة وتلبية حاجيات المواطنين باستخدام مرافق الجماعات المحلية لوسائل وأنظمة المعلومات الحديثة للحد والقضاء على ظاهرة البيروقراطية والمحسوبية.
