السياسة اللغوية وتدبير التعدد اللغوي بالمغرب

الملخص
تتناول هذه الدراسة تحليلا ونقدا السياسة اللغوية من حيث مفهومها وأهميتها ودورها في تطوير وتأهيل وحماية اللغات الوطنية، وفي تنظيم الفضاء اللغوي الوطني وتدبير تعدده اللغوي، وتحديد وظائف كل لغة في إطار التكامل وتحقيق العدالة اللغوية داخل المجتمع بعيدا عن الصراع والحرب اللغوية، بالإضافة إلى تبيان مكانة السياسة اللغوية ضمن السياسات العمومية باعتبارالأمن اللغوي جزءا أساسيا من الأمن القومي للدول، مقدمة بعض النماذج من السياسات كالنموذج الفرنسي والنموذج الأمريكي والنموذج البريطاني والنموذج الإسرائيلي، موضحة أهمية السياسة اللغوية في التنمية الشاملة، لتتطرق في النهاية إلى خصائص السياسة اللغوية المتبعة في المغرب وبعض الملاحظات النقدية اتجاهها. This specialized study provides an analysis and a criticism of the linguistic policy in terms of its concept and its role in the development, rehabilitation and the protection of the national languages and in the organization of the national linguistic space and the management of multilingualism, and in the determination of the functions of each language in the framework of the integration and the achievement of the linguistic justice within the community away from conflict and war. Moreover the study will clarify the place of linguistic policy within public policy as the linguistic security is an integral part of the national security of States. It also introduces some models of these policies like the French model, the American model, the British model and the Israeli model .In addition it highlights the importance of the linguistic policy in the development. At the end the study addresses the characteristics of the language policy in Morocco and some critical remarks about it
